Its in targeting mode. Change it to auto aim instead of free aim

maybe when u are driving u can use frist person veiw
You should do a role play type series with friends on gta online
in the settings where all of the sensitivity control was at, it had a mode for targeting and it said it was on free aim. try switching that. not sure if it will work though. never played gta 5

+iJevin Auto aim might be in the targeting mode tab in the gamepad menu.
